The Handler is the GM-facing player character who appears in a single recorded session, functioning as a recap and context-setting voice for the cell's situation. The Handler recalls Omar as a useful Cairo contact who knows everyone and who would — for the right price — be happy to discuss the acquisition of unusual materials. This role is primarily metatextual and operational rather than narrative, serving to anchor the cell's Cairo logistics within the fiction.
