Socially awkward and lacking combat and social skills, he is the cell's analytical and scientific voice — the person most likely to connect anomalous phenomena to underlying physical or theoretical frameworks. He is also, somewhat endearingly, the person who causes problems by asking 'but what if we just ask?' in situations where the cell has already established that direct approaches will not work.

Hertz's contributions across the campaign are primarily intellectual: identifying the financial irregularities in the Deep Energy Project documents, speculating about the Nazi documents' reference to Deep One breeding, connecting the filament heart's woven filament structure to deliberate construction, arguing correctly that the demolition charge wires must run to the surface, and offering to operate the AA gun at the Oasis on the grounds that the physics of angle calculation is within his competence. He is also the cell's most persistent advocate for caution regarding Pendleton — pushing for the journal to be translated in-house, urging Pendleton to consult them before acting on its contents, and seriously entertaining the question of whether Pendleton has learned enough to become a liability.

At the final battle, Hertz is recorded as sinking to his knees in quicksand near the pool — a vivid physical predicament in a scene already overwhelmed with simultaneous crises.
