The Axis powers — led by Nazi Germany — are the context within which H-Cell's WWII operations take place, and in the campaign's alternate history they represent something considerably more alarming than the historical record. The GM reveals during the drive to Exeter that in the timeline H-Cell is investigating, the Axis won the Second World War: most of Europe and much of the former British Empire fell under Axis control by the mid-1950s, the USSR was conquered, and the resulting world order resembles a Cold War with the Third Reich in the role occupied by the Soviet Union in actual history. This revelation contextualises the stakes of H-Cell's 1942 mission: failure at the Oasis of Whispers may be one thread in the web of events that produced this divergence.
